Reply from the Tu Tu has been received to my Memorandum, enclosure in my despatch No. 5 of February 12th. Imputation that Chinese Government acted contrary to Treaty is resented by him and Green Island Company's right to claim damages is also denied. He is prepared to discuss settlement if I withdraw imputation but not on the basis of allowing the contractors to carry out existing contracts which he contends were entered into illegally. I am proceeding to Hongkong in order to discuss question with Governor and Green Island Company.
